CampusNet – The Indonesian Ministry of Higher Education, Science and Technology (Kemdiktisaintek) explained that the budget reconstruction at the State University (PTN) level was carried out based on guidelines from the Ministry of Finance after the announcement of government budget efficiency.
This was conveyed by the Secretary General of the Indonesian Ministry of Education and Technology, Togar M. Simatupang, in response to the news circulating on social media regarding the Bengkalis State Polytechnic, Riau, which is said to be only able to pay for electricity for the next three months and must hold lectures online in the future.
“Each PTN conducts a budget reconstruction in their respective units in accordance with a circular letter from the ministry and guidelines from the Ministry of Finance,” said Togar as quoted by Antara, Wednesday, February 26.
Budget Sweeping and Reconstruction
Togar explained that his party had coordinated with all PTN through various steps, including coordination meetings, issuance of guidance letters, requests for budget reconstruction, to monitoring and evaluation.
He added that the process of sweeping and reconstructing the budget was carried out by analyzing activities-based costs, so that they could determine which ones were essential and which were not.
“After the results of the incoming reconstruction, there will be a session for review and mitigation or anticipation in the future. This process is still ongoing interactively, but the main principle is that public services must be maintained,” he said.
Regarding the view that students still pay full but only take lectures online, Togar thinks this is not true. He said, universities conduct sweeps in accordance with the instructions given and improve the work system. Online lecture options are chosen not only for efficiency, but also considering the best practices that continue to maintain learning achievements and quality assurance, so that there is no leakage of learning or learning loss.
As a solution, Togar said that his party had provided guidelines, mitigation, assistance, monitoring, and budgeting again. There is no need to worry if these steps are taken carefully,” he said.
